The following persons were arrested by the Morgan City Police Department during the last reporting period beginning 08/11/2013:
1. Franklin Lewis Cochran, 63 years of age, Address-Highway 182 Morgan City, Louisiana was arrested on 08/12/2013 @ 02:01am.
Charges: Operating a Vehicle with a Suspended License; No Insurance; Failure to Dim Lights; Warrant-Open Container
A patrolling officer observed a vehicle traveling on Highway 182 which failed to dim lights to oncoming traffic. The officer detained the vehicle and came into contact with the driver, who was identified as Franklin Cochran. Mr. Cochran could not produce valid motor vehicle insurance and was found to be operating a vehicle with a suspended drivers license. The officer
also discovered that Cochran was a wanted person by the Morgan City Police Department for Failure to appear for open container. He was arrested and transported to the Morgan City Police Department where he was booked and incarcerated with a bond set at $939.00.
2. Ruben Bias, 58 years of age, Address-Lafayette St. Lafayette, Louisiana was arrested on 08/12/2013 @ 10:55am.
Charges: Warrants: Failure to Pay Fine-Probation Fee; Failure to Pay Fine-Disturbing the Peace Intoxicated; Probation Violation
The subject, Ruben Bias was located at the Lafayette Parish Correctional Facility where he was arrested on outstanding warrants for the City Court of Morgan City. He was transported to the Morgan City Police Department where he remains incarcerated.
3. Mitchell Louis Gaspard, 49 years of age, Address-Brashear Avenue Morgan City, Louisiana was arrested on 08/12/2013 @ 8:10pm.
Charges: Disturbing the Peace; Possession of Drug Paraphernalia
Officers received a complaint of a subject causing a disturbance with neighbor on Brashear Avenue. Officers arrived and were advised that the neighbor, identified as Mitchell Gaspard caused a disturbance, using profanities and making threats towards the complainant. Mitchell Gaspard was located at his residence. Officers also found Gaspard to be in possession of a pipe commonly used to use illegal narcotics. He was arrested and transported to the Morgan City Police Department where he was booked and incarcerated. This is the second such incident and arrest of Mitchell Gaspard within the past week.
4. Lucas Lorenzo Loya, 18 years of age, Address-Patterson, Louisiana was arrested on 08/12/2013 @ 9:17pm.
Charges: Simple Robbery; Criminal Damage to Property
Officers received a complaint from a Walnut Drive resident regarding a subject who had reportedly stolen a cell phone and was causing a disturbance. Officers arrived and according to the victim, the above subject, Lucas Lorenzo Loya, who was the boyfriend of the complainant, became involved in an altercation with the victim.
According to the victim, Loya pushed the victim and forcibly grabbed a cell phone and taking it. The subject also reportedly damaged a vehicle at the residence. Officers later located a vehicle being driven by the suspect Loya. Loya initially refused to stop his vehicle for officers but after stopping exited his vehicle and began to walk away on foot, refusing officers commands to stop. Officers deployed a Taser, preventing the subject from fleeing. He was arrested and transported to the Morgan City Police Department for booking and incarceration. He remains incarcerated awaiting bond.
