Henderson Police Chief Leroy Guidry and Mack Lloyd, his deputy chief, each pleaded not guilty to charges of public payroll fraud, filing false public records, and malfeasance in office.
The arraignement, held in the 16th Judicial District Court in St. Martinville, follows a state inspector general's investigation last year. According to court records, authorities allege a system was in place which tied an officer's pay to the number of tickets issued.
According to state law, no state agency or law enforcement agency shall offer a financial reward or other benefit to a law enforcement officer. Invoices submitted by the police chief billed the state and the City of Henderson for more than $189,000 for tickets written. That's more than 12,000 tickets issued in 3 years.
