Deadline to apply for state-paid tuition Friday

NEW ORLEANS (AP) - Time is about to run out for eligible families to apply for state-paid tuition to private schools.

The voucher program was approved in the last legislative session. It allows students from low- to moderate-income families who attend low-performing public schools to switch to an approved private school and have tuition paid by the state.

An estimated 5,000 private school seats will be available for voucher students at more than 120 non-public schools around the state. The deadline for applying is Friday and state education officials say they already had more than 6,000 applications as of last week.

At schools where the number of applicants exceeds the number of voucher seats available, the seats will be awarded through a lottery system.

Baton Rouge bank robbed

BATON ROUGE, La. (AP) - East Baton Rouge Parish sheriff's deputies are searching for a man who robbed a Whitney Bank branch.

Sheriff's office spokeswoman Casey Rayborn Hicks tells The Advocate the robbery took place around 2 p.m. Thursday at a branch on Jefferson Highway.

Hicks says a man entered the bank and handed the teller a note demanding money.

She says the robber ran out of the bank with an undisclosed amount of cash some of which he dropped in a nearby parking lot.

Hammond man sentenced in drug case

NEW ORLEANS (AP) - A 34-year-old Hammond man has been sentenced to 15 years in prison for distributing more than 100 grams of crack cocaine in Ponchatoula.

The U.S. Attorney's Office says Kenyatte D. Pea pleaded guilty to two counts of violating the federal Controlled Substances Act on Aug. 31, 2011.

U.S. District Judge Ivan Lemelle sentenced Pea on Wednesday to 15 years in prison followed by four years of supervised release.

U.S. Attorney Jim Letten says Pea is on federal supervised release and faces additional penalties for the distribution counts. He is scheduled for a revocation hearing on July 25 before U.S. District Judge Martin Feldman.

St. Mary Parish Sheriff's Office Daily Arrest Report

According to Sheriff Mark A. Hebert during the last 24 hours the Sheriff's Office responded to 37 complaints and reports the following arrests:

Bryan Kemp age 28 of 1222 Joseph street Morgan City, La was arrested at the St Mary Parish Branch Office in Morgan City on 6-28-2012 at 806pm on charges of Attempted First Degree Murder (three counts).

The Sheriff's dept began investigation of a shooting that took place in the area of Siracusaville, La on 6-28-2012 shortly before 12noon. There were two victims at the Teche Regional Medical center with gunshot wounds and one that was not wounded. The two wounded were in stable condition. During the investigation it was learned that the victims were in a vehicle headed west on La182 when the suspect's vehicle that was behind them pulled of the left side of the victims vehicle and suspect began shooting at them.

Detectives received information of suspect's identity and located Bryan Kemp who came to the Sheriff's Office for questioning reference to the shooting. Investigation continues.

Robert Wayne Wilkerson age 33 of 1221 South Road Morgan City, La was arrested on 6-28-2012 at 942pm at the same location on a warrant for the charge of Cruelty of Animals (4 counts). The charge stems from an investigation from earlier when deputy discovered 4 dogs in a small kennel with no shelter or food. The dogs had to be picked up by the Animal Control. He was released on a summons to appear in court.

Jefferson Davis Parish has new sheriff

JENNINGS, La. (AP) - Jefferson Davis Parish has a new sheriff for the first time in two decades.

The American Press reports former State Trooper Ivy Woods was sworn in Thursday as sheriff by Clerk of Court Rick Arceneaux.

Woods will also serve as the parish's new director of the Office of Emergency Preparedness.

He succeeds veteran law enforcement officer Ricky Edwards, who is retiring as sheriff after 20 years to take a position with the Louisiana Sheriff's Association.

Woods resigned his position as sergeant of the Louisiana State Police last August to run for sheriff. He had served 21 years with state police.

He won the five-man race to replace Edwards last October.

6/27/2012 @ 10:23 PM, MELISSA POOLE LACROIX, 34, of I-49 South - Opelousas, LA was arrested and charged with Radar 81/70, Operating a Motor Vehicle While Intoxicated, Flight From an Officer and Possession of Schedule III Narcotics (Hydrocodone) With Intent to Distribute. Ms. Lacroix was processed and transported to the St. Mary Parish Law Enforcement Center where she was held with no bond set at time of press release to appear in 16th Judicial District Court.

6/28/2012 @ 1:52 PM, DENNIS M. DELASBOUR, 40, of Pine Street - Franklin, LA was arrested on a warrant issued by 16th Judicial District Court - Iberia Parish, charging him with Failure to Appear on traffic charges. Mr. Delasbour was processed and released to the Iberia Parish Sheriff's Office.

Iberia Parish sheriff's deputies have responded to a plane crash in New Iberia.  The accident took place near the intersection of US 90 and Lewis Street.  Sheriff's officials say a small aircraft was involved, but they did not specify what type of plane it was.  We have a crew en route and will bring you more information as it becomes available.

Former priest from Duson facing more sex charges

A former priest from Duson has been re-arrested in Calcasieu Parish. 56-year old Mark Broussard is in the Calcasieu Correctional Center, currently charged with 24 counts of indecent behavior with a juvenile and 6 additional counts of sexual battery. Deputies say the extra charges came from further investigating Broussard. They say he had inappropriate sexual contact with an 8 year old victim between approximately 1986 and 1987 while he and his family were attending Our Lady Queen of Heaven Church in Lake Charles.
Judge Clayton Davis set his bond at $400,000, bringing his total bond to $3,420,000.

Broussard was first arrested on March 22 and charged with 2 counts of aggravated battery and 52 counts of sexual battery. In that investigation, deputies say Broussard had sexually inappropriate contact with an 8 year old boy between 1986 and 1989 while the victim and his family was attending St. Henry Catholic Church. Documents were allegedly found in the priest's personnel file where the priest indicated sexual contact with at least four other male children. These incidents were not reported to law enforcement.

This is Broussard's second time being "re-arrested". He received more charges on April 2, 2012, 100 counts of sexual battery and 40 counts of aggravated rape after another victim, who is now 36 years old, stated Broussard molested him between January 1986 and December 1991. That victim was between the ages of 11-16 years of age. The victim stated all of the incidents occurred at OLQH Church, where Broussard was a priest and where he attended school and church.

East Baton Rouge schools may end retiree insurance

BATON ROUGE, La. (AP) - The East Baton Rouge Parish school system may end offering supplemental health insurance to almost 2,700 retired employees. The Advocate reports the move would save the school system an estimated $8.7 million a year

Instead, the School Board is considering paying money into Medicare for retirees.

The school system is trying to keep its self-insured employee medical coverage program in the black.

If approved, the changes would take effect Jan. 1.

The school board discussed the complicated shift at its June 21 meeting and held a special meeting Thursday night in hopes of reaching out to retirees concerned about the possibility of higher out-of-pocket expenses.

"This is really an informational session," School Board President Barbara Freiberg told a small audience of about 25 people Thursday.

"There is a misconception out there that this is a big increase, but it may be a big benefit."

The president of the East Baton Rouge Federation of Retired Teachers, Wendell Mack, expressed concern about the changes after hearing the presentation.

"I worked for 40-something years and now you're pushing me out," he said.

The board is planning to vote on the item at its July 19 regular meeting.

If the board rejects the shift to Medicare, it likely would have to increase out-of-pocket costs for the nearly 10,000 people who use the coverage.

The school system recently approved almost $29 million in cuts to its general operating budget for fiscal year 2012-13, which starts Sunday.

It's the fourth consecutive year of budget cuts and more are anticipated in the future.

Oil soars as Europe moves to bolster banks

NEW YORK (AP) - The price of oil soared after European leaders took unexpectedly aggressive steps to support the region's beleaguered banking sector.

Benchmark U.S. crude jumped by $4.49, or 5.8 percent, Friday to $82.18 per barrel in New York while Brent crude rose by $4.15, or 4.5 percent, to $95.51 per barrel in London. A day earlier, oil hit its lowest level since early October.

Major stock markets also jumped nearly 2 percent in morning trading.

Oil surged after eurozone leaders agreed to pump bailout money directly into banks instead of onto the balance sheets of already stressed governments. The decision eased fears of widespread European bank failures that could have hampered lending in other parts of the world.

The measures were a breakthrough for Europe, whose leaders have repeatedly clashed over how to deal with hefty government debts. The deal was struck as borrowing rates in Spain and Italy surged to levels that were considered unsustainable.

The debt crisis has loomed over stock and energy markets for almost two months.

"All of a sudden we're not worried about the Spanish and Italian banks going bankrupt over the weekend," said Phil Flynn, an oil analyst with Price Group.

Elsewhere, European nations prepared to stop buying Iranian oil starting Sunday in an effort to pressure the country to open its nuclear facilities to inspection. Western nations fear that Iran is building a nuclear weapon; Iran denies the claim.

International sanctions already have cut Iranian exports by about 700,000 barrels per day. Experts said it's unclear how much more of Iran's oil will be taken off the market due once the embargo goes into effect. A further reduction in global supply could increase prices for the remaining oil.

Meanwhile, retail gasoline prices fell to $3.353 per gallon in the U.S., the lowest since Jan. 6, according to auto club AAA, Wright Express and Oil Price Information Service.

In other futures trading, heating oil added 10.52 cents to $2.6571 per gallon and wholesale gasoline added 7.38 cents to $2.688 per gallon. Natural gas rose by 3.9 cents to $2.761 per 1,000 cubic feet.



GSU president: says SACS warning surprises him

GRAMBLING, La. (AP) - Grambling State University President Frank Pogue says the university has come a long way in restoring the integrity of its finance department, which is why he was surprised to hear the university was placed on warning by the Southern Association of Colleges and Schools.

"I was a little perplexed, to say the least," Pogue said Thursday.

Grambling recently had its accreditation extended by SACS, but the regional accrediting agency placed the school on warning for six month. The regional accreditation agency determined that the institution had failed to demonstrate compliance with the control of its finances and the control of its physical resources, specifically movable property.

"I see these as administrative procedural issues. It's got nothing to do with our academic quality at all," Pogue said. "I do think within a short period of time, the warning will be taken off the table."

Pogue told The News-Star (http://tnsne.ws/LVoe6Y ) the appropriate measures to correct these issues have been in place for about two years and the university continues to work in that effort. The university has seen vast improvement with its movable property issue, which has been a recurring audit finding for the university, according to Leon Sanders, GSU's vice president for finance and administration.

What was reported in 2010 by legislative auditors as a loss of $1.6 million in movable property has now been lowered to below $700,000, Sanders said.

To help accomplish that, Sanders said the university hired a property control manager with more than 30 years of experience in the field, in addition to instituting a number of control features to make faculty accountable for property.

Other steps to ensure adequate control over the university's finances include the hiring of a director of financial aid in 2010 who has more than 16 years of experience, using a specialized computer system for tracking the last date of class attendance, hiring a controller and reorganizing the accounting department to improve efficiency, Pogue said.

Pogue said he plans to resubmit a report outlining the university's efforts in restoring its financial integrity to SACS for its consideration.

"We hope these issues raised will soon be behind us," he said. "I feel comfortable that what we have in place will be sufficient to explain what the university is doing and will continue to do."

Grambling State University is fully accredited by SACS, and 100 percent of the school's 50 academic programs that are eligible for accreditation by accrediting bodies are accredited.

Judge hears arguments at Zimmerman bond hearing

SANFORD, Fla. (AP) - Prosecutors and a lawyer for the neighborhood watch volunteer who fatally shot Trayvon Martin wrangled Friday over the money George Zimmerman received after he was charged with second-degree murder.

Zimmerman's attorney called an expert on finances to testify Friday at Zimmerman's bond hearing. Attorney Mark O'Mara was trying to show that Zimmerman and his wife did not try to hide anything when they moved money from a PayPal account to their family accounts.

"All the ends and outs match perfectly," said Adam Magill, a financial forensic specialist.

But Magill also testified that moving the money around from different accounts would "make it appear that you didn't have the money."

The hearing was still ongoing late Friday morning.

Circuit Judge Kenneth Lester revoked Zimmerman's $150,000 bond earlier this month when prosecutors told the judge Zimmerman and his wife misled the court about how much money they had during the April bond hearing.

Prosecutors said a website Zimmerman created for his legal defense had raised $135,000 at the time of his first bond hearing. Zimmerman and his wife did not mention the money then.

Prosecutors also said the couple talked in code during recorded jailhouse conversations about how to transfer the donations to different bank accounts. At one point, George Zimmerman asked how much money they had. She replied "$155." Prosecutors allege that was code for $155,000. Their reference to "Peter Pan" was code for the PayPal system through which the donations were made, prosecutors said.

Shellie Zimmerman has since been charged with perjury. She is out of jail on $1,000 bond and her arraignment is set for July 31.

Zimmerman's defense also played videos of Zimmerman talking and showing his injuries after the shooting. Attorneys then spent time questioning Kevin O'Rourke, a Sanford firefighter and emergency medical technician who responded to the shooting scene. Attorneys asked questions about the extent of Zimmerman's injuries, particularly how much blood was on his head and face.

"A good 45 percent of his head and face were covered with blood," O'Rourke said.

Legal experts say Zimmerman needs a good explanation to persuade the judge to let him out of jail again while he awaits trial.

"If his explanation is really weak ... I think Lester could keep him in jail," said Randy McClean, an Orlando-area defense attorney who is following the case. "If he really comes across as being genuine and has a reasonable explanation, because I don't see how it could be a great explanation, then I think Lester will probably pump up the conditions, up his monetary conditions and let him back on bond."

Working in Zimmerman's favor, the judge has said, is he turned himself in when charges were filed and kept law enforcement informed of his location when he went into hiding because of threats against him and his family. Weighing against him is the seriousness of the charge as well as other brushes with the law, including an arrest for resisting an undercover officer.

Zimmerman has been charged with second-degree murder for fatally shooting 17-year-old Martin on Feb. 26 at a gated apartment community in Sanford. Zimmerman has pleaded not guilty and claims the shooting was self-defense under the state's "stand your ground" law.

Martin's parents and supporters claim the teenager was targeted because he was black and Zimmerman started the confrontation that led to the shooting. Zimmerman's father is white and his mother is Hispanic.

The 44 days between the shooting and Zimmerman's arrest inspired nationwide protests, led to the departure of the Sanford police chief and prompted a U.S. Department of Justice probe.

Zimmerman's attorney has argued in court papers that he is no threat to the public and proved he wasn't a flight risk by returning to jail when his bond was revoked. O'Mara also argued that the bulk of the more than $200,000 raised by the website has now been turned over to a third-party administrator and Zimmerman has no control over the money.

Putting the money in a trust was smart because "now you can argue that the client does not have direct access to that money to flee the jurisdiction of the court," said Blaine McChesney, an Orlando criminal defense attorney and former prosecutor.

Prosecutors have also argued Zimmerman had a second passport he didn't tell the judge about, but the judge dismissed any worries about it, comparing it to when somebody loses a driver's license, applies for another one and then finds the old license.

McChesney said there is a good chance the judge will deny bond, in part because of the jailhouse recordings about the money transfers.

"It shows a premeditated intent to hide that," McChesney said.

The only witnesses O'Mara had listed before the hearing were two bail bondsmen. But at the last hearing, Zimmerman surprised many people by taking the stand himself and apologizing to Martin's family.

It may be up to only Zimmerman to re-establish his credibility with the judge, whether he testifies or his lawyer talks for him.

"Credibility is an issue. So O'Mara is going to certainly have to make apologies or Zimmerman will have to make apologies for what happened, and they're going to have to convince the court that he is a good bond risk," said Karin Moore, a law professor at Florida A&M University College of Law in Orlando.

Agriculture secretary presses House on farm bill

WASHINGTON (AP) - Agriculture Secretary Tom Vilsack is pressing the Republican-led House to vote on a long-term farm policy bill.

He says in an Associated Press interview that failure to act on the measure could leave livestock producers exposed to disasters and other farmers uncertain about the future.

Vilsack dismisses apparent concerns among House GOP leaders that the half-trillion-dollar farm and food bill could lead to an election-year rebellion among conservatives. He says a bipartisan bill would pass.

The Senate last week voted 64-35 to pass a five-year bill.

The legislation ends direct payments to farmers regardless of whether they plant crops and sets up new crop support programs. It also reduces the federal deficit by $23 billion over the next 10 years.
